The Environment Department has prepared the first State of Environment Report in the State of Haryana under the guidance of Administrative Staff College of India, Hyderabad. The comprehensive report aims at providing assistance and data for environmental planning, policy initiatives and resource allocation in the coming years.The Department of Environment is vigorously implementing various enactments and acts to tackle, environmental pollution problems like the Water (Prevention and Control of Pollution) Act, 1974, Air Prevention and Control of Pollution) Act, 1981. Besides, enforcement and implementation of these Acts, various laws regulating pollution caused by Bio-medical waste, hazardous waste, solid waste, use of plastic etc. are also being effectively implemented in the State of Haryana. The Haryana State Pollution Control Board is the implementing agency and department of environment exercises administrative control over its functioning.
The department of environment has also been declared the competent state authority to accord approval for suitability of site from environmental angel for 20 types of highly polluting large and medium industrial units. Accordingly, the department has accorded site clearance from the environmental angel to 13 projects during the years 2005-07 on the recommendation of the Technical Committee duly constituted by the department for this purpose.
The State Government has set-up 2850 Eco-Clubs under National Green Corps Scheme during the year 2005-06 which has been raised upto 5000 in the current financial year. A three days awareness camp was held at Govt. High School, Saketri, District Panchkula to sensitize young students about the relevance of Eco-Clubs. Similarly, a two days Master Training Workshop was organized to make the working of Eco-Clubs in the State for preservation and conservation of environment more effective.
The Special Environmental Courts functioning at Faridabad and Kurukshetra have been disposing cases relating to Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention and Control of Pollution) Act, 1981, Environment Protection Act, Indian Forest Act, Wild Life Act and PLPA. 431 cases have been disposed off under various Acts till date during the current financial year by these environmental courts.
The environment department is also making efforts to create awareness regarding environmental pollution by organizing seminars, workshops and taking necessary steps for protecting and preserving the environment. An amount of Rs.80,000/- has been released as Grant-in-Aid to Regional Officer, Gurgaon, Panipat, Hisar and Panchkula for organizing training/workshop on different subjects during the year 2006-07 and Rs. 1.00 lac has been sanctioned during the year 2007-08. The world Environment Day was celebrated at Kurukshetra University, Kusukshetra on 5.6.2007 and Rs.25000/- has been utilized for this purpose.
As per the guidelines of Hon’ble Supreme Court of India, a Hazardous Waste Disposal site is being developed at village Pali, District Faridabad for safe disposal of hazardous waste generated by the industries.
The Department of Environment, Haryana is a Ministry and department of the Government of Haryana in India. This department came into existence when Haryana was established as a new state within India after being separated from Punjab. This department looks after environmental related concerns in the state of Haryana.
While the government of Haryana is committed to ensure all around development of the State, the department of Environment is taking necessary steps for protecting and preserving our environment. Conscious and focused efforts have been made to create awareness among the citizens regarding the urgency and importance of preserving our environment.
An amount of Rs. 1.00 lacs has been released to the Urban Development department for collection of garbage from door to door. During the current financial year i.e. 2007-08, the department has adopted a village pond in village Durala, District Kurukshetra and decided to provide financial assistance of Rs.1.25 lacs for the development of the pond so as to keep it free from pollution/domestic waste.
Under the Environment Impact Assessment Scheme of the Department, a Study on Stone Crushers and Screening Plants in the State” has been conducted by Head of Environment Studies, Khalsa College, Yamuna Nagar during the year 2005-06. An amount of Rs.1.40 lacs has been released as Grant-in-Aid for this purpose. Grant-in-Aid has also been released to Head of Department, Environmental Sciences, Kurukshetra University, Kurukshetra during the year 2006-07 to conduct a study on ’Impact Assessment of different land use practices on Eco-System properties in Kalesar Forest’ during the year 2007-08. An amount of Rs.1.25 lacs has been released to Guru Jambeshwar University, Hisar for conducting a ‘Study on sitting distance for establishment of Brick-kiln Units’ in the State.
Various dyeing units operating in the residential /non-residential areas of Panipat town are being shifted to Sector-29, Part-II, Panipat on the initiative of the department. The total cost of this project including the provision of setting-up of Common Effluent Treatment Plant is Rs 47.00 Crores and Ministry of Textile, Government of India through Industries Department has already released an amount of Rs.20.00 Crores as Grant-in-Aid to Haryana Urban Development Authority.

The Environment Department vide notification dated 14.11.06 has constituted a Haryana State Bio-diversity Board under the Chairmanship of Environment Minister, Haryana for conservation of biological diversity, sustainable use of components and fair and equitable sharing of benefits arising out of the use of biological resources etc.
A committee under the Chairmanship of Chief Secretary, Government of Haryana has been constituted on the initiative of the department of environment to monitor the implementation of Action Plan of Ambient Air Quality of Faridabad and to ensure inter departmental coordination at the State level regarding the same. The committee meets regularly under the Chairmanship of Chief Secretary, Govt. of Haryana and necessary directions are given to the concerned departments i.e. Haryana State Pollution Control Board, Transport Department, PWD(B&R), Municipal Corporation, Faridabad, Haryana Urban Development Authority etc. to ensure effective and speedy implementation of the action plan regarding Ambient Air Quality of Faridabad.
The Department has also introduced 3 new schemes i.e. Sewerage Treatment Plant in Haryana State, Ghaggar and Markanda Action Plan and Setting-up of Environment Training Institute at Gurgaon in the 11th Five Year Plan (2007-12).The Finance and Planning Department has given its approval regarding the same and sanctioned a token amount during the year 2007-08.
